Budget rules of thumb?

Hey all,
Tried to look this up so forgive me if I missed it in the list.What is the yardstick you use to estimate futurebudgets? Other industries I've been involved in use some % of revenue that comes in earmarked for IT.

I have been toldthat is unrealistic for VFX.

But this isn't the only industry with huge swings in income. So I know how to make do with smaller pieces of the piein tough times. However, looking at the list of what is coming in the bids, matching it with what IT needs and then adjusting the markup of the bid to cover it seems reactive and laisse-faire.

So how do you look into your fiscal, crystal ball? And how do you get managers to look beyond the next project?
