Adobe Creative Cloud user/license management

We've been looking at Adobe's current offerings and while their software management tools sound promising we can't afford them. They've told us that we need to purchase 250+ clients in order to get the full blown, most granular tool set for management. This was a few months ago, prior to the management tools shipping, and things may have changed since then. So I have a couple questions:

1.) Anyone have experience with management of the seats under the new tool set? Specifically with regard to, good/bad/nuetral experiences managing storage in the cloud, seats, software installs/upgrades and pricing under the new CC regime.

2.) Recommendation(s) for a smaller VFX house that doesn't have a need for 250+ seats nor budget for that license tier yet still wishes to meet its contractual agreements with studios on security while using the newer Adobe software?
