Age old question, beginning artist wants home computer...

There are many consumer machines in the $1k to $1.5k range that are almost good enough, but usually there's at least one configuration sticking point (crap ATI graphics, too little ram, etc...).  An additional wrinkle is that this artist is in Canada, I don't have much experience buying stuff up there. 

I don't want to get roped into any ongoing support, so would prefer a company with good ongoing support who doesn't hurt reliability/longevity by doing gamer crap to the boxes. 

Any suggestions for company or configuration?  Even just the magic link to a suitable config on Dell/HP would probably be fine.
